For too long, the distance between a citizen’s doorstep and the halls of government has felt like an unbridgeable canyon. However, a new digital dawn is breaking in Nepal. Sudan Gurung, a Gen Z leader, has introduced “The Civilian Force,” a platform designed to unify those yearning for change under the banner of the Rastra Ekikaran Abhiyan (National Unification Campaign).
A Digital Bridge for Every Nepali
At its heart, the newly launched website—rastraekikaranabhiyan.com—acts as a vibrant bridge between the grassroots and the central government. Whether it is a crumbling road in a quiet village or the chronic instability of the national government, this platform aims to gather these voices from the bottom up and deliver them directly to the corridors of power.
The initiative operates on two distinct levels to ensure no problem is too big or too small:
- National Agendas: Tackling systemic issues, such as government instability, through collective dialogue and the search for long-term solutions.
- Local Realities: Providing a direct line for citizens to report grievances regarding roads, bridges, drinking water, education, and healthcare.
Where Innovation Meets Justice
What sets this movement apart is its sophisticated marriage of technology and law. In its upcoming second version, the platform will utilize Agentic AI trained specifically on the Constitution of Nepal and its legal framework. This AI will analyze citizen grievances through a legal lens, which a team of human experts will then verify to create a final, actionable draft.
To ensure these reports don’t simply gather digital dust, a “Shadow Government” team based in Kathmandu will take these verified files to the relevant ministries and departments, applying organized pressure to ensure the government acts on them.
More Than a Platform—A Movement
Sudan Gurung is clear: this is not another political party. It is an organized force of citizens standing up for the country. In a stirring message, Gurung noted that while politicians usually hold the power after an election, this platform seeks to return that power to the people, transforming them into the ultimate decision-makers.
While the campaign is currently focused on regions with internet access, the team is already working on ways to reach the most remote, mountainous districts where connectivity remains a challenge. “This is only our first step,” Gurung shared, emphasizing his commitment to finding solutions for every single Nepali.
Joining the Mission
The current version of the site is in a 10-day testing phase, allowing for vital feedback from the community. The official “Version 1” is set to launch on January 11 (Poush 27), a date chosen for its deep symbolic significance as Prithvi Jayanti and National Unity Day.
Gurung has extended an open invitation to all Nepalis, whether living at home or abroad, to log in and join this “great mission of nation-building”.
